Update docker-compose to onap-sdnc:2.1.3

Description

The ONAP release candidate for H-Release is available

The corresponding configurations should be updated.

Currently the combination of OAM features and a1-adapter-northbound causes an issue, which is under analysis. For the time being the bootFeature "a1-adapter-northbound" should not be started in this kind of distribution.
