Release D: Service Exposure

Proposal in OSC D:

Remove hard-coded dependencies and introduce Kong.  Note that Kong is an example of a programmable API gateway. Other gateways are available and may be considered at a later point.

Kong is also available as a persistent solution so during a pod restart or termination it preserves the services & routes configurations. Kong has rich open source plugins for Authentication, Security, Traffic Control & Analytics & Monitoring and so on.
