OKD O-Cloud bugs found in K release

During internal testing of OKD O-Cloud deployment automation, a number of bugs were discovered:

• README requires clarification about prerequisites and inventory contents

• ocloud_infra_vm and ocloud_infra_baremetal roles should be skipped if OKD is already deployed

• ocloud_platform_stolostron role fails if yq is not installed and $HOME/bin does not exist

• setup_http_store role has erroneous dependency on ‘bastion’ host that doesn’t exist in inventory
