SMO and Non-RT RIC deployment (Docker Compose)

Hi team,

We need to rework the deployment of the SMO and Non-RT RIC (e.g. from the RANPM Use Case). We can start with the docker compose deployment, which is simpler than the k8s one. We have an example from Sridhar here which needs to be upstreamed.
