Add performance measurement job management to o-ran-sc-du-hello-world.yang

Description

add a PM job object class and a list using such classes.

A PM job must reference the  measurement and a stream. 

Note: for E-Release the stream might be not implemented.

Base on your emails - the DRB.UEThpUl.SNSSAI and DRB.UEThpDl.SNSSAI  needs to follow the following hierarchy

O-DU -> Cell -> UE -> Slice -> PM (including measurement types  DRB.UEThpUl.SNSSAI and DRB.UEThpDl.SNSSAI )
