Add known issue section to release notes

Description

There are two known issues which should be documented in the release notes of E-Release
* DCAEGEN2-3024 https://jira.onap.org/browse/DCAEGEN2-3024 | Support of values with 'oneOf' types.

YANGTOOLS-1388 https://jira.opendaylight.org/browse/YANGTOOLS-1388 | Support of namespace for referred yang-identity values.
