As an O-DU L2 developer, I want to implement UE attach procedure till msg-4 with basic scheduling

Description

Implementation at MAC layer for Msg1, Msg2, Msg3, Msg4.

Assumptions:

Support only FDD mode for numerology 0.

Testing of the deliverable is limited due to absence of UE Sim.

Due to absence of actual scheduler, it's functionalities have been stubbed out.
