Add capability/option to start a standalone deployment of TEIV with sample data pre-loaded.

Enable pre-loading sample/stub/test data when starting TEIV in standalone mode.
This would allow users to start TEIV for demo/test/investigation purposes, then immediately perform queries on the pre-loaded data.
Possible options include docker-compose or helm charts.
