NONRTRIC: Requirements

We have created a draft discussion document to capture requirements for the LF OSC Non Real-Time RIC implementation.
It is expected that some of these requirements will not be met in initial releases but we will continue to work towards them.

Requirements for individual releases will be curated and maintained by the Requirements and Software Architecture Committee

This is a living document so please make suggestions about how we can firm up the requirements and so help define the scope of the project.
